科学技術コミュニケーションの重要な課題のひとつとしてリスクコミュニケーションがあり（廣野 2013），そのなかでも一般市民にも広く接点のある領域として医薬品のリスクコミュニケーションがある．特に医薬品の副作用は身近で，重大なものになりえるにもかかわらず，その事実は社会的に十分認知されているとは言えない．医薬品リスクについてのコミュニケーションを活性化させ， リテラシーを向上させる必要がある．本稿では，医薬品についてのリスク情報を掌握している薬剤師の専門性に注目し，一般市民の薬剤師との関わりの実態についての探索的調査を行った．その結果から，医薬品リテラシーの向上のために薬剤師の専門性を活用する余地があること，その際には 前提としての「薬剤師が医薬品についての専門性を持っている」という点についての社会的認知を 高める必要があることを指摘する．これは，一般市民に対して知識の増進をつい求めてしまいがちな科学コミュニケーション一般に対しても，社会的なインデックス情報の重要性を指摘するものとして示唆するところが小さくないと考えらえる．

Of all the types of waste produced by nuclear power plants, high-level radioactive waste (HLW) is the most difficult to dispose of. In many countries, the geological disposal of HLW has been planned but there has been difficulty in choosing specific disposal sites. In Japan, the government has decided that all spent nuclear fuel should be reprocessed and any HLW, which remains after reprocessing, should be disposed of in deep geological formations. However, at present, no candidate area for the disposal site has been found. This paper examines two official documents on HLW that were transmitted between the Science Council of Japan (SCJ) and the Japan Atomic Energy Commission (JAEC). The type of difficulty to be faced when there is an attempt to build a social consensus on controversial problems such as HLW, is considered, and the paper seeks to clarify what is needed for bringing different definitions of the situation into the arena through analyzing the discrepancy in the views and opinions between SCJ and JAEC. There is a consensus between the two documents mentioned above whereby it is suggested that the Japanese government should reconsider the present policy of reprocessing all nuclear waste that has been produced in Japan, and both documents express a desire that Japanese government policy should be flexible. However, JAEC does not agree with SCJ's proposal of a moratorium on geological disposal. JAEC does not recognize any significance in participating in a moratorium on geological disposal, because the act to promote geological disposal has already been passed by the Japanese Diet (2000). SCJ's proposal of deliberative democracy with a moratorium was constituted in a very neutral manner in order to promote a wide and active public debate. But neutrality is not enough to encourage stakeholders to participate in a deliberative framework. On the contrary, in the Canadian case of deliberative democracy on the disposal of radio-active waste (Johnson, 2008), we can draw attention to the fact that the framework, which stakeholders could participate in, was chosen implicitly before deliberation. This paper concludes that the concept of deliberative democracy has a tendency to lead Japanese sociologists to neglect the connection between the public sphere and the political process.

Frame analysis has been widely adopted by sociologists who have engaged in the study of social movements since the 1990s. In this paper, I analyze the frame alignment process of environmental movements around Tokorozawa, Saitama in Japan. There were many industrial waste incinerators around Tokorozawa in the 1990s and people living around the incinerators started an anti-pollution movement but their movement didn't gain much attention from the wider public. We can say they used a "personal damage frame" which emphasized personal damage caused by smoke and fire from industrial waste incinerators. In 1995, one scientist came and measured the exhaust of dioxins, which had caused a great deal of public concern. This resulted in a frame conversion from a "personal damage frame" to a "dioxin frame". The "dioxin frame" included the concept of environmental pollution, which had resulted in a wider concern. But administrators didn't take enough suitable countermeasures. So, an enlarged movement led to a frame re-conversion to a "local environment frame" and legal action against the local government was begun. The "local environment frame" meant that the enlarged movement aimed at, not only dealing with personal damage from certain incinerators, but all incinerators in the vicinity. This frame included the local resident's desire to save the local environment by them. In the final analysis, there was recognition of the local people's "confrontedness" to the problem.

Putting a focus on risk communication about drugs and medicines, we explain the actual condition of the citizen’s literacy and the risk communication activities, based on group interviews and questionnaires. Detailed analysis of questionnaires shows that there is much room for using pharmacists. Moreover, through literature research, we select the important areas of risk communication.
