    Abstract

    What will be the aggregated cost of climate change in achieving the Paris Agreement, including mitigation, adaptation, and residual impacts? Several studies estimated the aggregated cost but did not always consider the critical issues. Some do not address non-market values such as biodiversity and human health, and most do not address differentiating discount rates. In this study, we estimate the aggregated cost of climate change using an integrated assessment model linked with detailed-process-based climate impact models and different discount rates for market and non-market values. The analysis reveals that a climate policy with minimal aggregated cost is sensitive to socioeconomic scenarios and the way discount rates are applied. The results elucidate that a lower discount rate to non-market value—that is, a higher estimate of future value—makes the aggregated cost of achieving the Paris Agreement economically reasonable.

  • Assessing the effectiveness of adaptation against sea level rise in Japanese coastal areas: protection or relocation?

    AbstractSea level rise (SLR) due to climate change poses a serious threat to human populations in coastal areas. As a result, assessing the impacts of SLR and evaluating potential adaptations is essential. This study assesses the impacts of SLR and ocean tides on coastal Japanese prefectures by estimating the extent of potentially inundated areas, affected populations, and economic damages. The latest climate scenarios, tidal data, and shared socioeconomic pathways (SSPs) are used to estimate the SLR and its inundation effects at a resolution of 1 km. Economic damages are estimated following the methods outlined in the “Manual for economic evaluation of flood control investment (draft).” It was found that all impacts (inundated areas, affected populations, and economic damages) under RCP2.6-SSP1 are significantly smaller than those under RCP8.5-SSP5, suggesting the importance of mitigation efforts. In addition, the study evaluates the cost and effectiveness of protection and relocation adaptations using data on the cost of constructing dikes and the cost of relocating houses and infrastructure. While relocations due to SLR have not yet been undertaken in Japan, the relocation costs could be estimated based on the conventional scheme of community relocation for natural disasters such as life-threatening floods and tsunamis caused by major earthquakes. It was found that the costs of relocation can exceed those of protection under the current framework of Japanese relocation policies.

  • Cost-Benefit Analysis of Mixing Gray and Green Infrastructures to Adapt to Sea Level Rise in the Vietnamese Mekong River Delta

    This study evaluated inundation impacts and the economic damage resulting from sea level rise (SLR) in the Vietnamese Mekong River Delta (VMRD), and identified the effectiveness of mixing gray and green infrastructures using cost-benefit analysis. The results showed that the VMRD could potentially be heavily affected by SLR. Without the implementation of proper adaptations, more than 90% of this area could be below sea level and nearly 20 million people could be affected by inundation by the end of the 21st century. The total economic damage could reach more than 22,000 billion US$ (2010 real value) by 2100 with no discount rate. These threats may increase the pressure on the region to ensure well-being, equity, and progress towards achieving sustainable development goals. However, achieving these goals will require the implementation of adaptations for upgrading and restoring in the region. This study assessed the effectiveness of adaptations and demonstrated that mixing gray and green infrastructures could benefit coastal inhabitants at a cost of 12 to 19 billion US$.

     Inundation impacts due to sea level rise caused by climate change were assessed globally using multiple global climate model outputs. In particular, the assessment accuracy was improved by upgrading the data for coastlines according to a method previously proposed by the authors. As a result, 750 − 820 × 103 km2 of coastal land was estimated to be inundated globally by 2100 under Representative Concentration Pathway 8.5. A new method for estimating the adaptation cost by building coastal dikes was applied, and economic damage and adaptation costs were compared under several adaptation scenarios. If all global inundation were avoided only by building coastal dikes, the adaptation cost was estimated to be six times as much as the inundation damage cost at the end of this century. This study's consideration of the adaptation options against global inundation suggested that multiple options, such as "green infrastructure" and other accommodations, should be implemented.

     Sea level rise due to climate change may threaten humans living near coastal areas. To adapt to climate change, it is important to examine the effectiveness and cost of coastal protection. Coastal areas can be protected more efficiently and economically using both green and gray infrastructure, such as mangroves and sea dikes, along the coastline. However, few studies have examined the long-term feasibility and impact of adaptation measures at a global scale. Therefore, this study carried out an impact assessment of inundation and a cost analysis of such measures, focusing on 112 countries and regions containing mangrove forests. It was found that combining mangrove forests and dikes could be potentially effective in the global aggregates. However, the national feasibility of such measures depends on the country, which requires site-specific management solutions to accommodate local conditions.

     According to the 5th IPCC Assessment Report, the global average sea level is expected to rise owing to the global warming effect. For the high-level warming scenario, the average sea level is expected to rise up to 0.82 m. Therefore, risk assessments of flood damage costs resulting from sea level rises are important. Herein, global coastal dike information was extracted using satellite images and digital surface models based on the coastal dike distribution methods proposed in previous research. Furthermore, to evaluate the effect of dike information on the risk assessment, we simulated the influence of flood damage in Tokyo Bay and Ise Bay by establishing the dike height. The results of this study are as follows: 1) Dike information was generated on a global scale. 2) The influence of flooding and flood damage costs were estimated based on flood simulations using global coastal dike information.

     Sea level rise due to climate change may threaten those who live near the coastal area. It is important to examine the cost of coastal protection in the context of climate change and its adaptation. This paper constructed the database of installed cosatal protection around the world, and it tried to estimate the future cost of protection such as constructing new dykes and elevating them in Japan, baesd on SSP scenarios. It is feasble to install new dyke along the major coasts if the related budget keeps a certain level. However, the combination of constructing new dykes and elevating them enables us to cut down more protection cost.

    &nbsp;The objective of this study was to assess global impact of sea level rise based on RCP/SSP scenarios. Global areas of inundation due to seal level rise and astronomical high tide were identified. Combining the results of inundated areas based on RCP scenarios with SSP scenarios, the populations affected and the economic damages caused by inundation due to future climate change were also estimated. Consequently, potential inundated areas vary 370 thousand km<sup>2</sup> (RCP2.6) to 420 thousand km<sup>2</sup> (RCP8.5) and affected population vary 55.3 million (RCP2.6, SSP1) to 106 million (RCP8.5, SSP3) in 2100. This quantitative information is expected to be valuable in implementing desirable adaptations according to the regional conditions.

    &nbsp;It is predicted that the storm surge damage due to climate change may be more serious in the world. The objective of this study is to verify the estimation method for economic damage of storm surge, focusing on the case of Isewan typhoon. This study compares the two estimation methods of storm surge damage using the case of Isewan Typhoon. Specifically, the economic damage was estimated by two methods: 1) the method based on flood control and the economic research manual and 2) the method based on macro socio-economic indicators such as GDP and affected population. It was found that the former estimated the damage 10 times as large as observed one and the latter estimated the damage smaller than the observed one.

    It has been reported that road subsidence causes the &lsquo;cavity area&rsquo; and &lsquo;loosening area&rsquo; growth due to water-inflow and drainage from defected sewerage pipe. Therefore, authors have tried to find out the significant factors of this soil behavior. This paper is a study of model test using the X-rays CT to evaluate mechanism of these areas growth. The objective in this study the relationship soil behavior and the condition of defective part in sewerage and condition of water-inflow and drainage is investigated. Here, the model test simulated to the cyclic water-inflow and drainage from defected sewerage pipe was performed using X-ray CT, and the method of definition of &lsquo;cavity area&rsquo; and &lsquo;loosening area&rsquo; from result of scanning X-ray CT was improved. Hence, the mechanism of soil behavior was evaluated by observing shape and a scale of these areas.

  • Visualization Of Three Dimensional Failure In Sand Due To Water Inflow And Soil Drainage From Defective Underground Pipe Using X-ray CT

    The roadway surface locally subsides due to material aging or settlement of a base course in particular, resulting in failure of the ground with a plenty of water inflow. In most cases of roadway subsidence, underground pipes exist underneath the subsidence. In order to understand significant factors leading to local subsidence at a ground surface, a series of model tests using sandy soil were performed with the concerned defect configuration of the underground pipe and hydraulic condition. An industrial X-ray computed tomography (CT) scanner was used to investigate the behaviour of the model ground at each step of monotonic water inflow, monotonic soil drainage and the cyclic water inflow-soil drainage. Then, the behaviour density change of the model ground was visualized as a density change in two-dimensions and three-dimension. This paper concludes that the cyclic condition of water inflow-soil drainage caused fatal ground failure as the water inflow process created a water path disturbing the soil. Subsequently, the soil drained and the soil particles were interlocked due to the drainage. The movement of soil particles were restricted with the arching effect; and, the factors causing the cavity in the ground were not only the existing defect in the underground pipe but also the water flow towards the defective part after the loss of capillary force.
