本稿は教職課程の授業を事例に,大学の教職課程における「情報通信技術(ICT)」を活用した教育方法について考察するものである.筆者が担当した3大学の3つの授業を事例に,ICTを活用した教育の利点として「時間の制約」を克服するという点に注目し,考察する.具体的には,C大学の教育方法論における模擬授業を動画で展開する事例と,A大学とB大学の教職論におけるオンデマンド授業における動画視聴の傾向から,ICT活用によるパフォーマンス評価の可能性とともに,学生の学習時間の確保について考察する.

This paper clarifies the process and the result of the "Half-Day Strike" for 1973 Shunto by the JTU. The authors examine not only the internal process of the JTU but also the external one such as Komuin-kyoto and Sohyo, by using the theory of Political Opportunity Structure (Tarrow, 1996). Becauseits strike, collective action, was formed through the position of the JTU in the labor, where were many other unions, this paper looks into the wider political process. In other words, it employs the multi-dimensional scheme, not the scheme of the LDP & Ministry of Education versus Education Movement. Four main findings are below: 1) the administrative punishment to "1969.11.13 strike" changed the financeof the JTU fundamentally to cause the steep raising of relief and struggle fees, but the finance was not problematic among the left and right mainstreams and the anti-mainstream before "1974.4.11 oppression." TheJTU could not help going on strike because it was beyond calculation whether the JTU would lose or win and because stopping its strike meant they were illegal and lose cases. 2) because the JTU was the most powerful and leading union in Komuinkyoto,it was required to strike with the other public sector unions against 100 the restructuring of the labor side led by right-wing private sector unions. In addition, since the right to strike was inseparable to dealing with the administrative punishment and since these problems were unlikely to besolved through Jinji-in and Koseishin, the public sector unions thought that the only way was to go on strike. 3) the position of the JTU in Sohyo was relatively low because they were weak in strike and because they failed to make its requests accepted bySohyo for the negotiation with the government. Furthermore, the Ministry of Education ignored "the Seven Agreements" and never stopped punishing the JTU. Also, the fact that the requests of teachers union were difficult for other unions to understand lowered the positon of the JTU as for 1973 Shunto in Sohyo. 4) the JTU managed to obtain cooperation of the Director of the Primary and Secondary Education Bureau through the informal route mediated by the Nisseiren congressmen. However, the influence was limited because of prowar attitudes of the LPD hawkish and some prefecture unions of the JTU. In summary, some of the causes of "Half-Day Strike" for 1973 Shunto of the JTU are "increases in institutional access", "influential ally", and "change instate capacity for repression," all of which are situational (Tarrow, 1996). Now that Sohyo, influential ally, intended a much larger strike to win the basic legal rights to labor in 1974 Shunto, the JTU could not but go on "All-Day Strike." The authors think that some atmosphere for reconciliationbetween the JTU and the Ministry of Education might vanish by this attitude.

本研究は,本学教職センターに期待される発展の方向性を明らかにすることを目的に実施された.全国の保育士・教員養成課程をもつ249大学に教職センターの機能・支援に関する質問票を郵送し,実態を調査した.その結果,私立大学や短期大学では学生の履修指導や教員採用試験対策などの学生に対する支援や指導を主な業務とし,国立大学は調査・研究を主な業務内容とするなど,実施している業務内容や今後行いたい業務内容に違いがあること等がわかった.

This research focuses on the Japan Teachers' Union (JTU) from its formation in 1947 to its reconciliation with the Ministry of Education in 1995. The question of how political and economic fluctuations affected the conflict of debate over movement policies within JTU, and how they transformed JTU, is considered.
The goals and tactics of JTU's movement policy were almost identical with the lines considered by mainstream executives of the General Council of Trade Unions of Japan (Sohyo). Within JTU, the composition of the conflict over the movement policy was a direct reflection of the composition of the conflict between the trends in the labor movement at the time. Thus, the process of prosperity of the movement promoted by Sohyo the process of strengthening JTU's fighting power were congruent, and when the movement by Sohyo reached a dead end, the JTU movement also came to a dead end.

The educational assessment policies currently being developed around the world are increasing the sphere of influence on each country while also bringing about a permeation of the global market into the entire educational system.
For instance, high-stakes test in the USA are being used as requirements for high school graduation, to evaluate schools and teachers, to reorganize schools, and to make retention decisions about teachers.This study investigates the development of and issues with the academic testing policy among local education authorities on the basis of the data obtained from a nationwide survey implemented by the Board of Education in 2016.

This research considered the impact to the education system and education finance structure through Standards-Based Reform that has drived education reform in United States nowadays. Standards-Based Reform is the policy for improvemnts of education quality by that federal and state govorment set the common curriculum or education goal, and require accountablity.
This reasearch show that Standards-Based Reform makes clear to the state. The state have the educational responsiblity. Even though federal govorment and states has begun conectting the policy each other, fundamental education finance structure didn't change, thus for the implmenntation of federal education policy state and local school district still have important role in education system.

The purpose of this research is to analyze the actual conditions of the education reform centering on the testing policy currently implemented in the United States. Keywords are "standard," "accountability," and "assessment." In this research, the actual conditions of the education reform based on the testing policy at the federal, state, and local levels were analyzed from diverse and structural perspectives.
The results of the research over the past three years were presented at 3 roundtables at annual meetings of the Japanese Educational Research Association. The contents of the roundtable presentations were (1) the Analysis of the No Child Left Behind(NCLB) Act, (2) the NCLB Act and the Teacher Policy, (3) Theories and the Actual Conditions of the "Grass-roots," Alternative Education Reform in Opposition to the NCLB Act.
Overseas research trips were also carried out. In those trips, testing policy in states such as Washington, California, Massachusetts, Texas, etc. were researched in detail. The trend of the testing policy of the United States was presented at the annual meeting of the Japan Comparative Education Society in 2011(Waseda University).
Moreover, the results of the research over the past three years were published in the following books : (1) Kitano, Akio 2009 The Development of the Educational Assessment Administration in the United States Today(Toshindo); (2) Kitano, Akio 2011 Japan-U. School Choice Theory became possible to analysis policy implementations as practical matter now. Thus, School Choice Theory needs to be clear how School Choice effects as devises that function to change public schools that provide positive educational results. At that sense, our project is grounded on "Effective Schools" Theory that criticizes simple use of Social Science findings to apply education practices. And "Effective Schools" Theory construct the theory from education practice itself in 1970 at United States. From that point, our studies show the importance of theoretical perspective based on comprehensive education system and administration's research that connect education practice and systemic changes.
