  This paper focuses on teacher specialization and development in terms of special needs education policies. Under those policies, teacher specialization for students with disabilities is understood as being familiar with various instruction methods and able to use them to meet the specific needs of children. This type of specialization is based on a narrow understanding of children and instruction manuals without utilizing originality and creativity in practice. Currently, "reasonable accommodation" by teachers is emphasized to make education possible. However, the related policies do not include concrete plans to provide an inclusive educational system including reforming regular schools. Therefore teacher specialization and development for an inclusive educational system in those policies are almost the same as for special needs education, with many points left open for discussion. We need to continue examining the effects of related policies on activities in classrooms and, based on the results, identify the types of teacher specialization and development necessary for inclusive education as a new issue.

  It was 1973, the era of the Whitlam Labor government, in Australia that the educational policy toward students with disabilities really appeared at the commonwealth level. The special education became one of the priority areas in the "Schools in' Australia: Report of the Interim Committee for the Australian Schools Commission" called as the "Karmel Report". Due to this it was recognized in public that the students with disabilities were educational targets and the educational support for them had to be guaranteed by the government.The appearance of the commonwealth special education policy was generated from at least three elements; 1.the broadened acceptance of social minorities from the multicultural attitude, 2.the optimistic view toward school education for solving social inequalities, 3.the powerful educational aid from the commonwealth to states. Especially, 2nd and 3rd elements are considered as outcomes by the idea of the welfare state emphasizing the social participation supported by the government. This idea linked with the multiculturalism.Although the Whitlam government was a short life, it can be said that this time is the merkmal in the history of special education in Australia.

  Australia has an advanced vocational education and training system for education of students with disabilities. The present article examines the advanced transition state of education reforms in New South Wales in the late 1980's and considers frameworks enforced in the curriculum. The first point focuses on the assimilation of normalization, and on how economic rationalistic educational reform generated simultaneous and active introduction of vocational education and training for students with disabilities. The discussion also covers the skills required for possible career options post-graduation, sheds light on educational needs for students with disabilities, and reviews how educational outcomes meet the actual situation for competences necessary in business. This is clarified in relation to educational practices in which perspectives of economic rationalism take precedence over normalization. Education for students with disabilities and the relation between education and a socio-economic perspective are common concerns in many developed nations. In order to understand these issues, the educational history and heritage of respective countries should be analyzed.

  "The equalization of opportunity" has been the international term for the right to education of persons with disabilities. To combat an exclusive structure, inclusive education in which learning difficulties are viewed as part of the spectrum in the general education system is desirable. In addition, a new trend in terms of linguistic identity has emerged with regard to the approval of alternative forms of communication including sign language and alternative learning settings. A "Comprehensive and Integral International Convention on Protection and Promotion of the Rights and Dignity of Persons with Disabilities" developed as an international standard is currently under negotiation. Inclusive education and "reasonable accommodation" are two options that will be effective in Japan for those whose needs are not catered for by the general education system. However, we need to establish concrete examples of inclusive education from the viewpoint of educational practice, including general and special education.

  Schools are required to have board kinds of transition support for students with disabilities. However, because the transition support in schools is related to employment and welfare sectors, it means schools cannot help being influenced by these trends.
  In Australia, to let persons with disabilities be "productive", literacy/numeracy and work competences occupied central position in school curriculum for smooth transition. It is said that industrial needs penetrate into details of school education. In other words, school's roles for transition support are also regulated by the employability view. Now it is necessary to rethink about the original value and meaning of school education considering the basis of transition theory.
