Given the worldwide growth in higher education enrollment, many countries have diversified their higher education system encompassing traditional universities along with a wide range of institutions that fall into the non-university sector. The non-university sector has tended to be inclusive by differentiating itself from traditional universities in many aspects ranging from the types of programs, curricula, and length of studies to the student population served and opportunities in the job market. However, the creation of non-traditional higher education institutions has simultaneously created new social stratification that submerged class conflict. Hence, this comparative study of US Community Colleges and Japanese Junior Colleges examined how the societal needs have affected the practices and outcomes of the non-university higher education system. Historical and current data illustrate that these non-university institutions have reached out to non-traditional applicants by offering inclusive structures and diverse curricula that consist of specific and rapid pay-off fields of study. Whereas US Community Colleges have developed their functions to provide practical and professional fields of study as well as a gateway to further academic education, Japanese Junior Colleges have mainly offered traditionally gender-specific skills and knowledge, and the social demands for their specific functions are decreasing.
