  • Disposal of Unexploded Ordnance by the Japan Ground Self-Defense Force in the 1970s

    This paper analyzes the unexploded ordnance (UXO) disposal operations conducted by the Japan Ground Self-Defense Force (JGSDF) around the 1970s from the perspective of the JGSDF itself. For the JGSDF, particularly the ordnance units, UXO disposal had both negative and positive aspects from the outset: the heavy workload it entailed and its value as a public relations tool. As urban development accelerated during Japan’s high economic growth from the 1960s onward, buried UXO came to be perceived as a serious threat, leading to increased societal expectations and dependence on the JGSDF. This, in turn, intensified the burden on the personnel involved. However, for individual JGSDF members, UXO disposal also provided a sense of purpose, while for the organization as a whole, it served as an effective means of public outreach, particularly in countering urban progressive movements.
    For the JGSDF, the establishment of "agreements" with local governments and other entities in the late 1970s, which clarified the division of labor in UXO disposal, was a welcome development in terms of reducing their burden. However, this did not entirely free them from the administrative and logistical coordination tasks in which they had limited expertise. Moreover, UXO disposal operations in Okinawa, newly incorporated into their responsibilities, posed unique challenges, differing significantly from those on the mainland in terms of both the sheer volume of ordnance and the complexities of coordination with the local community.

    本稿は1960年代の陸上自衛隊の実像を隊員たちが隊の内外で引き起こした犯罪を切り口に解明する。用いる史料は犯罪捜査の参考として陸上幕僚監部が作成した『捜査事例集』である。パチンコをはじめとする遊興費に窮した隊員たちは隊の内外で物を盗み、市中の質屋を訪れた。パチンコと質屋が自衛隊と社会の接点の一つとなっていたわけである。もう一つの接点である報道機関は、こと犯罪に関する限り自衛隊にとって警戒の対象であった。
    『捜査事例集』からは隊員たちの入隊動機もうかがえた。多くは自衛隊を数年間の職場とみなしていたが、運転免許目当てに入隊した者も多かった。一部の親たちは自衛隊に戦前の旧軍と同様、「人生道場」の役割を期待して息子を入隊させたが、冷戦下の自衛隊もこのことに自らの社会的存在価値を見出していた節すらある。
    このように旧軍と自衛隊との連続性がうかがえる一方で、戦前から変わったこともある。それは隊員指導の現場で旧軍的・家父長的な「骨肉の情」という精神論が通用しなくなっていたことである。60年代から70年代にかけての自衛隊は任期制隊員の定員確保→その円滑な再就職→自衛隊の社会的威信向上→定員確保というサイクル確立のため、直接の競合相手である民間企業に倣ったよりきめ細かな指導の方法を模索せざるを得なくなっていたからだ。

    戦場における佐倉歩兵第五七連隊の行動は、いくつかの連隊史や回想録で比較的よく知られている。しかし、兵士たちの平時の日常生活、意識については不明な点も多いように思われる。本稿は一九三四(昭和九)年に連隊のある上等兵がほぼ毎日書いていた日記帳の内容を分析して、連隊の兵士が毎日どのような訓練・生活を送っていたのかを再構成することを目的とする。日記の筆者は(おそらく)三三年一月現役入営し、翌三四年七月一九日除隊している。日記帳にはこのうち三四年一月一日から除隊後の同年八月一八日までの記述がある。具体的に千葉での演習・勤務、富士山麓での演習、対抗競技と連隊への帰属意識、日常の衣食住、私的制裁、連隊と地域社会との関わり、といった諸テーマを設定して、兵士たちの〈日常〉の再構成に努めるとともに、彼らが自己の所属する軍隊をどうみていたのか、それは帝国軍隊の支持基盤たりえたのか、といった問題にも展望を示したい。なお、参考資料として、本日記の全文を連隊生活とは直接関係のない除隊後のものを除き、翻刻した。The activities of the 57th Sakura Infantry Regiment on the battlefield are relatively well known from a number of regimental histories and memoirs. However, little is known about the daily life and thoughts of soldiers during peacetime. The aim of this paper is to reconstruct the daily training and life of soldiers in the regiment from the study of a diary written virtually everyday by a private first class in the regiment in 1934. The diarist most likely took up his position in January 1933 and then left the regiment on July 19, 1934. The diary contains entries from January 1 through August 18, 1934, by which time he had been discharged from the regiment.This paper attempts to reconstruct the daily lives of soldiers and covers the topics of exercises and duties in Chiba, exercises at the foot of Mt. Fuji, competitive sports and loyalty to the regiment, everyday clothing, food and shelter, un-offirial forms of punishment, and the relationship between the regiment and the local community. It also takes a look at how the soldiers regarded the regiment they were attached to and whether this constituted support for the Imperial Army. It may be noted that this diary, with the exception of the part following the writer's discharge from the regiment which is not directly related to the daily activities of the regiment, has been republished in full to provide background information.

  • Why Talk About an Island Where Soldiers Starved to Death? : Reminiscences of Survivors from Mereyon Island

    太平洋戦争中、補給を断たれて多くの餓死・病死者を出したメレヨン島から生還した将校・兵士たちをして体験記の筆をとらしめたのは、死んだ戦友、その遺族に対する「申し訳なさ」の感情であり、そこから死の様子が描かれ、後世に伝えられることになった。あるいは自己の苛酷な体験を「追憶」へ変えたいというひそかな願いもあった。自己の体験をなんとか意義付けたい、しかし戦友の死の悲惨さは被い隠せない、と揺れる心情もみてとれた。このように生還者たちの記した「体験」の性格は多面的であり、容易に単純化・一本化できるような性質のものではない。戦後行われてきた戦死者「慰霊」の背後には、そうした複雑な思いがあった。いくつかのメレヨン体験記を通じて浮かびあがってきたのは、「昭和」が終わり、戦後五〇年以上たってなおやまない、〈戦争責任〉への執拗な問いであった。その矛先は、時に天皇にまで及んだ。たとえそこで外国への、あるいは己れの戦争責任が問われることがなかったとしても、「責任を問うこと」へのこだわりや「死んでいく者の念頭に靖国はなかったろう」という当事者たちの文章は、戦後日本における「先の戦争」観の実相を問ううえでも、さらには戦争体験の風化・美化を進める今後の世代が前の世代の「戦中の特攻精神や飢えの苦しみは戦後教育と飽食に育った世代の理解は不可」という声に抗して「戦争体験」を引き継ぐさい、今一度想起されてよいのではないか。Former officers and soldiers who survived their time on Mereyon Island during the Pacific War, when the disruption of supplies ended in the death through starvation and disease of many in the Japanese army, have put pen to paper to record their experiences. These reminiscences contain sentiments of "apology" to their fallen comrades in arms and their families, and describe the circumstances of their deaths, which can be passed on to future generations. They also represent a hidden desire to transform their own harsh experiences into "reminiscences". They also tremble with emotion as they seek to give some meaning to their own experiences and are not able to hide the tragedy of the deaths of their fellow soldiers. In this way, the characteristics of the recorded "experiences" of these survivors are varied, and cannot be easily simplified or unified. Such complex emotions are to be found behind post-war "memorials" to the war dead.One theme that reveals itself from several records of their experiences on Mereyon Island is the persistent question of responsibility for the war, which is still asked today, 17 years after the end the Showa period and more than half a century after the war. At times, the brunt of this question is directed as high up as to the emperor. Even if foreign countries or the soldiers themselves have not been brought to task over responsibility for the war in their writings, the obsession with "asking who was responsible" and the words of the people of that time that say "Those about to die would not have thought about Yasukuni (Shrine)" question the reality of the view in post-war Japan of "the next war". Their writings should be remembered once again when inheriting "war experiences", as future generations subjected to the toning down and romanticizing of war experiences are faced with voices from the preceding generation claiming that "It is impossible for those generations educated after the war who have only known full stomachs to understand the suicidal spirit and suffering of starvation that were present during the war".

  • The Japanese Army and Rhetoric over "Past War" : The Compilation of "Regimental Histories"

    The intent of the present article is to analyze "histories" compiled by each regiment in the Japanese army from the Russo through the Sino-Japanese wars, concluding that such works were nothing the Sino-Japanese wars, concluding that such works were nothing but attempts to praise "the heroic past" and provide a means to instill such a consciousness in both the troops and society in general.The historical remembrances of the Russo-Japanese conflict were more and more emphasized with the outbreak of the First World War and the anti-war and anti-militarization movement that accompanied it.The descriptions of those who had died in past conflict were intended to stir the emotions of the troops and provide a route by which to legitimized "dying forons's country".Even on the local level during that time, "memorials to veterans" of both wars were compiled with the similar intention of establishing a forum upon which to instill a common sentiment about the viewpoints and logic of the military within local society.After the outbreak of the Manchurian Incident, "regimental histories" took on two distinct forms.The first consisted of memoirs concerning the victorious history of the Russo-and Sino-Japanese Wars, which in addition to insisting upon Japan's legitimate claim to Manchuria, tried to prove that even the Japanese people, who had not really experienced a genuine war since the Russo-Japanese conflict and had become used to peace, could indeed win another full-scale war, thus playing a role in attempts to instill"definite behavior patterns" and encourage the country's fighting spirit.The second contained contemporary regiment-by-regiment accounts of the Manchurina Incident told from the personal views of individual combatants with the intention of verifying the regiment's consciousness concerning the Incident, encouraging further sacrifices for the cause, and appsaling to society at large.The veteran memorial literature published on the local level at that time were compiled with a similar intent in mind, attempting like during World War I to instill military ideals and persuasive logic into society at large.

    各市町村における従軍者記念誌は、日露戦争終結直後、戦死者が忘却されていくことを嘆いて作られた。だが第一次大戦後、主に在郷軍人会市町村分会によって作られた記念誌は、そのような後ろ向きの意図ではなく、ある積極的な政治的意図、すなわち過去の栄光の記録・記憶化を通じて軍人という自己の存在意義を再確認し、反軍平和思想の盛んだった社会に訴えていくために作られていった。そのような記念誌の中で日清・日露の追憶を語った老兵たちは、戦死者の壮絶な死を語って戦争の「記憶」に具体性を与えて、人々の共感を呼び起こす役回りを演じた。そうした語りのあり方は「郷土の英雄」を求める人々の心情にもかなうものだった。老兵たちが自己の従軍体験を語る際、確かに悲惨な体験も語ったものの、基本的には名誉心充足の機会として戦争を描いていた。そのような従軍者たちの「語り」を彼らの〝郷土〟が一書に編む時、彼らが国家の大きな歴史に占めた位置、役割の説明が熱心に行われた。それは戦死者の死の〝意味〟を明らかにし、ひいては戦争自体の持つ価値を地域ぐるみで再確認、受容することに他ならなかった。以上の過程を通じて、満州事変勃発以前から満州は「血をもって購った」土地であり、したがってその権益は擁護されるべきという論理や「社会主義共産主義」の脅威が市町村という末端レベルで繰り返し確認されていった。満州事変に際して軍、在郷軍人会などが国民の支持を調達する際、日露戦争の「記憶」を強調したことは周知のことだが、本稿が掲げた諸事例は、そのような「記憶」が当時の社会において具体的にいつから、どのようにして共有化されていったのかを示すものである。This paper examines the contents of "Memorial Journals of Men in Service" which were published in the various cities and villages before WW II, These memorial journals were created in large numbers mainly by the community posts of the Civilian Militia (Zaigo Gunjin Kai) after WW I with the highly political intention of reconfirming military servicemen's sense of raison d'etre through recording and committing to memory past glories and making an appeal to society in this age of anti-militaristic peace-seekers.The old soldiers who disclosed their memoirs of the Sino-Japanese and the Russo-Japanese Wars in these memorial journals took on the role of storytellers, telling stories of the heroic deaths of fallen soldiers and giving concrete detail to "memories" of war so as to draw sympathy from readers. This type of storytelling suited well the sentiment of the people who sought to find "heroes from their own hometown". When these old soldiers reminisced about their time in service, it is true they spoke also of horrible experiences, however they basically portrayed war as an opportunity to satisfy one's sense of honor. When these "stories" by the former servicemen were edited in their "hometowns", the editors avidly sought to make clear the positions and roles that these storytellers had occupied in the large sweep of history. This was done in order to make clear the "significance" of the deaths of those who died but, at the same time, it also was a way for the entire society to reconfirm and accept the values that war proposed to the state and to individuals.Through the above process, the logic that Manchuria was, even before the Manchurian Incident broke out, land "paid for with blood" and that interests in the region should therefore be protected, as well as the threat of socialism and communism, were repeatedly confirmed at the endmost level of society, in the communities. It is well known that in order to gather the people's support, at the outburst of the Manchurian Incident, the military and the Civilian Militia emphasized the people's "memories" of the Russo-Japanese War. The various examples given in this paper offer insights on details as to when such "memories" began to be shared by the communities of the time.

  • The Civil Argument of Military Relief Expansion after the Russo-Japanese War

    本稿では、日露戦後の民間において活発化した軍事救護―国家主体論、兵役税導入論の論理、意図の検証を行う。あえてそのような作業を試みるのは、そこに徴兵制とは国家救護という手段によって不断に「補完」し維持していくべきもの、という認識の枠組みを読みとることができるからである。この点は、当該期の民間に存在した徴兵観の諸相を解明していくうえで、きわめて興味深い問題であるように思われる。当該期の民間における軍事救護拡充論、兵役税導入論の多くは、独自の国防観を有する非現役軍人によって提起された。それらはいずれも廃兵遺族、現役兵士家族の困窮に対する単純な同情論ではなく、彼らに対する経済的待遇の悪さが兵士の「士気」すなわち国防に対する意欲の低下を引き起こしており、しかもそれは日露戦中のような地域・民間団体の救護では解決困難(=「世人の同情」の低下)とする認識に基づいていた。軍事救護の拡充を法案化した武藤山治(鐘紡重役)にしても、その主張の要点は、廃兵遺族、そして戦時の応召兵家族にのしかかる重い経済的負担が、それを見た現在の兵士、そして将来兵士となる者の「士気」を削ぎかねない、という点にあった。「資本家階級」としてのアイデンティティを持っていた武藤は、徴兵制軍隊の動揺を、自らの経済的活動の基盤に関わる問題として意識した。そこで彼は、具体的な統計も掲げつつ、その解決を繰り返し政治の場で主張した。武藤と同時に兵役税法案を議会提出した衆院議員矢島八郎についてみても、彼らの運動はもともとは現役兵家族、そして廃兵遺族の悲惨な生活に対する同情に起因していた。しかし実際の議会の場でそれは、陸軍向けの正当化策的な面もあったかもしれないにせよ、武藤と同様に現在の兵士、そして将来兵士となるであろう者の「士気」に悪影響を与えるものとして問題化されていたのである。This paper verifies the logic and intention of military relief-national aid discussion and possibility of introducing military service tax, which was widely discussed civilly after the Russo-Japanese War. The reason why this study is conducted is as follows; here we can see the cognition and logic of discussion that the conscription system should be constantly filled up and maintained with the means of national relief. This is a quite interesting point to understand the various aspects of civil view of the conscription during the period under review.The most of the civil discussions of the topic stated above were brought forward by nonmilitary men who had their own ideals of national defense. These discussions were not based on simple sympathy for the difficulties of the families of disabled soldiers and draftees, but were based on the recognition that the poor economic treatment of the families caused the demoralization and the low national defense desire of the soldiers, and that it was unsolvable by the relief of regional and private organizations active during the Russo-Japanese War (There was a decline of public sympathy).In case of MUTO Sanji (a director of Kanebo company) who introduced a bill of military relief expansion to the Diet, he laid stress on the point that the heavy economic burden of the families of disabled soldiers and draftees during the war, would depress the morale of the present and future soldiers. He had a sense of identity with "the capitalist classes," and considered the restlessness of the conscriptional military as a problem which would affect the basis of his own economic activities. Then he insisted a desired settlement repeatedly on political occasions.YAJIMA Hachiro, a member of the House of Representatives, introduced a bill of military service tax at the same time with MUTO's movement. Their movement originated from the sympathy for the bereaved families and the families of soldiers in active service. However, in the actual proceedings, YAJIMA also made a political issue of a bad influence upon the morale of the present and future soldiers, granting that there might have been some measures of justification towards the army. The proposal of introducing the military service tax by MASUDA Norimoto (a former captain of the army) probably influenced YAJIMA to a certain extent, and it was also from the standpoint of perfection of armaments and prevention of demoralization. YAJIMA insisted the smooth carrying out of the conscription system, that is to say the filling up the system, which accorded with MUTO's opinion.The people who are responsible for the discussion of military relief after the Russo-Japanese War had a common idea that it was necessary to get and maintain the support to the morale of the soldiers and the military service. The main point of issue was the means for that purpose, and finally it resulted in establishment of National Relief and Military Relief Act, which was only for the needy among bereaved families, families of soldiers in active service and disabled soldiers.

    Through five years of collaborative research, we have established a foundation for research on "War and Society. It is also known as "sociology of war," an interdisciplinary field of humanities and social sciences that crosses history, sociology, literature, and religious studies. Specifically, first, we have reexamined the problem settings of the vast amount of research on the Asia-Pacific War that has been accumulated to date in terms of several contemporary themes. Second, we have secured theoretical perspectives to relativize them through broader war histories and comparisons. Third, we critically examined military sociology to connect it to the current war and military issues and clarified points of caution in its introduction. Fourth, we surveyed social consciousness on the subject to which this research will contribute.

    This study considers the change of social order that was brought in China by the experience of two total wars, namely the Second World War(1939-1945) and the Chinese Civil War that followed it(1946-1949). It also makes clear that the change affected the establishment of the People's Republic of China and contributed to the formation of new political culture in China. In addition, by comparing the experience of total war in other areas of East Asia, such as Japan and Taiwan, this study provides a new comparative perspective on modern Chinese history.

    In this research, I studied how "wartime experience" was talked about in the prewar and postwar community. In addition, I analyzed how "memory of the war" prescribed the consciousness of next generation. Specifically, from history of memory magazine of the bereaved family society and history of fellow soldier society, I collected associated descriptions and investigated a change. As a result, like the Second Sino-Japanese War and the Pacific War, the meaning of the war became illegible, the descriptions of memory magazines became illegible. As the people who were the most familiar to a person killed in action, it became difficult to give war significance. I was able to find the existence of a paradox here.

    This research project investigates the parts of the provincial cities in the urbanization and industrialization of modern Japan. Primary data of the project are the documents about Yasukawa Keiichiro, owned by Kitakyushu Museum of Natural History & Human History. By making full use of Yasukawa documents, we expect not only to reveal the business activity of Yasukawa zaibatsu which is regarded as a representative provincial zaibatsu, but also to throw light on activities of actors, for example, enterprises, parties, local goverments, social movements, who played parts in urbanization of modern Japan. Inspecting their activities and mutual relationship is supposed to shed new light on the studies of provincial urbanization in modern Japan.
    Yasukawa documents consist of his diaries, documents of corporate management, letters, and drafts. By analizing them, we can make many subjects clear. Analysis of books points out that Yasukawa who gained porfits by coal boom in Sino-Japanese War era invested in expansion of mining areas and rail-way stocks, and so he could carry out business diversification. Inspection of diaries, letters and drafts with another documents, for example Matono Hansuke documents, Nagae Junichi documents, and newspapaers, we have revealed that Yasukawa campaigned for general election in Fukuoka city Where he could gain support both from the Gen'yousha and the Seiyukai. Yasukawa had personal relationship in central political world, and intended to make the third force which could check both the Rikken-doshikai and the Seiyukai in the Okuma Cabinet era, with the intention of stabilizing the relationship between Japan and China to invest capital in China.

    his research project investigates the relationship between the Army and society in prewar Japan. For the people of prewar Japan, the Army was one of the important elements which construct the ordinary life mediated by the conscription system.
    Focusing on the Army of ordinary times, it is supposed that the meaning of the Army was realized by the mutual action of the state and the society. The project particulary focuses on actions about relief and support for soldiers and their families or about military enlightenment.
    Research materials of this subject are magazines about military affairs in prewar Japan. They are stored up in Uehara collection at Miyakonojo City public library. Uehara collection is once belonging to Yusaku Uehara, a famous general of Japanese army come from Miyakonojo. It's a rare collection of books and magazines about military affairs in prewar Japan.
    By examining deta from them, we can explore the interaction between the Army and society. In the report of this project, we made a index of articles from several titles of magazines. There is no doubt that it will be utilized as a informative database for the molitary studies.
