    The COVID-19 pandemic forced states worldwide to intervene in citizens' lives, especially in two critical aspects: behavioral constraints and economic compensations. Accordingly, the pandemic provides an opportunity to reconsider the role of the state. Given that public opinion is an essential determinant of state-society relations in a democracy, this chapter investigates the extent to which people in Japan think the state should intervene in people's lives. The authors propose four hypotheses (political party support, anxiety about infection risk, authoritative attitude, and economic ideology) and test them by analyzing data from a questionnaire survey. The analysis reveals that whereas support for the ruling party and authoritarian attitudes positively affect support for COVID-19 measures, economic ideologies such as liberalism and redistribution do not affect it positively or negatively. The results indicate both the similarities and differences in public opinion regarding the state's role between Japan and Western countries and provide implications for Japanese society in the post-pandemic era.

  • Is a Free Trade Agreement More than Merely a Trade Policy? People's Preferences for Free Trade Agreements and the Security Factor

    Abstract

    What determines people's preferences regarding trade policy? Existing studies have assumed that people consider trade policy merely trade politics; accordingly, these studies have focused on economic factors, such as benefits to individual or national welfare; ideational factors, such as xenophobia; or domestic political factors. This paper reveals that the international political factor of national security influences ordinary people's preferences for trade policy. While several studies have addressed the effect of the national security factor, they did not persuasively reveal the causal mechanism of the relationship between the national security factor and people's trade preferences. The present study conducted a factorial survey experiment to investigate the causal effect and the causal mechanism of the security factor on people's preferences regarding free trade agreements (FTAs). The results of the experiment conducted in Japan reveal that ordinary people consider the national security factor along the so-called realism path in forming their opinions regarding FTAs.

    The Institute of Statistical Mathematics has been conducting a longitudinal survey on Japanese national character since 1953. From 1971, this survey was extended to include cross-national comparative surveys and people of Japanese ancestry in Hawaii, the West Coast of the United States, and Brazil. The cross-national survey primarily focuses on comparing social values, ways of thinking and feeling, and other relevant characteristics of people from various nations. This study investigates conditions under which meaningful cross-national comparability of social survey data is guaranteed, despite differences in languages and statistical sampling methods. Over the past 14 years, focusing on Asian countries, we have carried out the East Asia Values Survey (2002-2005), the Pacific Rim Values Survey (2004-2009), and the Asia-Pacific Values Survey (2010-2014). In this introductory paper to the special issue, we discuss the development of our research paradigm, termed cultural manifold analysis (CULMAN), and provide an overview of our past surveys. We conclude with comments on our future research.

    The existing literature in the field of social sciences has mainly employed either large-n statistical analyses or case studies as methods for testing its arguments. Due to the limitations of both the methods, many previous studies have not analyzed conjunctural causations adequately. Nevertheless, considering that the institutional factors come under research focus increasingly and they have discrete natures, it is necessary for us to pay more serious attention to conjunctural effects. As a method for exploring conjunctural causations, Qualitative Comparative Analysis (QCA) has come to be employed by an increasing number of studies. QCA, however, has been criticized for reasons such as its inability to include control variables and the dichotomization of variables. The purpose of this paper is to examine whether such criticism is valid, or whether the results obtained from QCA are, in fact, unreliable. I have used two methods-QCA and regression analysis-to analyze an empirical research question about countries' frequency in the use of quasi-judicial institution in the GATT/WTO. A comparison of the results will reveal the validity of QCA results and clarify the limitations of the regression analysis method. Reexamining the effects of the variables that were underemphasized in the regression analysis conducted by the previous studies would be fruitful agenda for future studies.

    The main objective of our project is to investigate peoples’social values and attitudes in the Asia-Pacific region in order to facilitate peoples' mutual understanding for the peace and prosperity in th eworld. We have carried out "the Asia-Pacific Values Survey," under our paradigm of cross-national survey research called "Cultural Manifold Analysis (CULMAN)." Based on rigorous statistical sampling theory, the face-to face survey was conducted to cover Japan, USA, China [Beijing, Shanghai, Hong Kong], Taiwan, South Korea, Singapore, Australia, India, and Vietnam.
