    Abstract

    We put into conversation two conceptual approaches for understanding the dissident nature of urban space: the commons and the counterpublics. This novel conceptual conversation asks the following questions ‐ what is the interplay between them? Do they complement, build on, contradict, or ignore each other? What is urban about their particular interplays? These hypothetical matters are framed by a consideration of the fate of populations deemed surplus in urban space. Our conceptual conversation enables a new and productive way of understanding dissident urban spaces.

    As key sites of governance and poverty management, service hubs are conspicuous inner-city clusters of voluntary sector organizations that serve vulnerable urban populations, including people grappling with homelessness, substance abusers and mental illness. In this paper, we frame service hubs as potentially embodying capacious commons on the one hand, and meagre street-level bureaucracies on the other, reconstituting Lipsky’s individual focus to embrace the agency level. We use a comparative case study approach, focussing on two service hubs – Kamagasaki in Osaka and Overtown in Miami – to show how organizations in each combined, in various ways, the two logics in practice. The results suggest that service hubs acted more as ‘managed commons’, but with some tendencies towards street-level bureaucracy. This conversation between the commons and street-level bureaucracies, and its comparative application to the voluntary sector within service hubs, serve as our primary conceptual and empirical contributions, respectively. We conclude by considering how the two logics overlapped and created hybridized models of poverty management.

    This study clarifies the development of housing welfare support in Japan and East Asia's major cities from the perspective of forming a 'basic safety net from the bottom', moving from support for the homeless to support for the needy in a broader sense, and further to the regeneration of communities through the use of idle resources and support in urban housing. We tried to combine this with an urban theory that talks about urban transformation, and while persistently responding to gentrification, we also attempted to combine with urban theory to reconcile support bases with safety net formation through informal employment that includes employment support more broadly and with the frontline of urban transformation, with contributors from Europe and the US. The book, "Diversity of Urban Inclusivity", was published as a compilation in English.

    These days the creation of a housing safety net and housing welfare support systems is heatedly debated in the Ministry of Health, Labor and Welfare. With the aim to contribute to this discussion, this study investigates established collaborations between local governments and NPOs. Through a typology their actual conditions and pressing issues were revealed, and concrete policy proposals formulated. We also shed light on the supply of non-welfare dependent housing, which is not realized solely by public investments, its impact on inner city regeneration and its role as an activator for local business. Further, in order to increase the social recognition of the importance of these enterprises, we introduced the notion of “temporary residence”, “temporary living” and “short term stay”, focused also on company dormitories, and pointed out the role they play in the housing safety net and in its restructuring process.
