[Reviewed]The purpose of this study is to evaluate the population declining local government by questionnaire survey by the comparison before and after of moving in and text mining through the use of open question in case study of Minamiboso City, Chiba Prefecture. In the result, the main reason of moving in is due to work and family. For before and after of moving in, incoming residents by own intention is satisfied with the locality of Manamiboso City. On the other hand, incoming residents by not own intention is dissatisfied with life convenience. As a result of having classified residents by difference in satisfaction and dissatisfaction, residents satisfied with the locality expect transference promotion to the city by the utilization of vacant houses, etc. High dissatisfaction residents find the improvement of life convenience facilities and administrative services.

[Reviewed]Recently, management of public facilities becomes the large problem in many local governments. The purpose of this study is to understand the management of public facilities through the recognition of the local government staff in Tokyo Metropolitan and 3 Prefectures of Kanto. The method of this study is questionnaire survey among the each local government staff. Our analysis focuses on the present and future conditions of public facilities, relations with the population movement and "policy expenses" for financial index of local government. In the result, the present and future conditions of the management of public facilities differ according to 15 public facilities and population movement for the future. The management situation of public facilities has effect on the "policy expenses rate" of financial situation.

The environmental impact assessment(EIA) Law implemented in 1999 added the scoping process to EIA system. So the urban planning authority or the developer has to prepare the scoping document called 'Hoho-sho' and written about how to estimate the environmental impacts. Before the environmental survey is started, 'Hoho-sho' is opened to the public. The Scoping process, which is aimed to get the comments on 'Hoho-sho' from the public, has not been used effectively. To use the scoping process more effectively, 'Hoho-sho' may be improved. In this case, we tried improving 'Hoho-sho' from the different standpoints; personal thought from each standpoint is organized in this report.

[Reviewed]A survey was conducted on the state of the art of SEA in major local governments as those seem to have big possibility of having SEA systems. Some of these are conducting studies on introducing SEA systems. The survey was conducted by the mailing method based on questionnaire sheets and additional interviews were also conducted on some respondents. Most active local governments such as Kawasaki, Tokyo, Mie, and Saitama have been making legislative SEA systems or quasi SEA systems. Those governments are considering comparison of alternative plans is an essential part of SEA. They are also recognizing that information disclosure is the base.

In this study, the infrastructure that is indispensable for conducting a safe and cultural life is positioned as the basic infrastructure, but in a declining population, it will be difficult to maintain it as it is due to the constraints of local finances. In the Tokyo metropolitan area, these areas are distributed mainly in the Chichibu region of Saitama prefecture, around Choshi city of Chiba prefecture and the southern part of Boso Peninsula, Okutama region of Tokyo, Miura Peninsula and the western part of Kanagawa prefecture. In more than half of the unit areas, the cost by area of water supply services increased by more than 20% compared to 2010. In addition, regarding the efforts related to the maintenance and management of the basic infrastructure of local governments, there is a tendency that the number of public facilities where maintenance is not appropriate is high in local governments with a high extraordinary expense ratio.
